is there any way universecustonchat.fire can be changed so that it only displays to admins ?

This event ofcourse send a message to all players, but you could use the PrivateChat event to send one to individual players. The latter you could use to send messages to admins only by looping over the admin players concerning

Maybe the easier thing for now would be if you just add one or 2 player names to receive these messages, in effect hard code them into the plug-in. If you want to get fancy, you could read names from a custom made configuration file instead.

ok adding names would be good, reading from a file is too much for me just now.. can you please give me an idea how to add one name instead of the univerechat

use the private chat fire method and replace user with the charname, check out the anonomous example in the example plugin, that sends a message to a specific player
