OK as a part of community that experienced old and current things related to clans things on server I would change some things and implement some new!
1. System points! Sorry to say this but implementing it turned FL play to opposite thing. I would remove this! Yes, in beginning it made clans to face each other to fight easier, but with other smarter thing we can invoke this also.
2. System ownership! What clan now have from system owned? To can TAX? I never tax (3MAJ never tax), only way my tax is described is to kill player and get my 50k kill bonus (also he has chance to tax me - same). And i can also do that on no system owned. Before, we worked, fighted, played, not sleeped to get a system! Why? To get something from it. We get payed each month for system owning and we get ability to by TRAIN! That was times when we played with hearts.

Suggestion:
As it is now player can donate for TRAIN and BS! Also players can buy for credits BS (they need to work hard for it)!For trader replacement is TRANSPORT. To invoke players to join clan, to fly tagged, to trade tagged to fight tagged, to earn more tagged we need to change things! HOW? Lets say clan will get ability to purchase a BASE! Clan BASE! Special base that can be destroyed by other clan (it will have hull bar and will need more players with preferably BS support and a lot of work to be destroyed). That base will need to be defended! NPC encounters that will have clan tag to replace absence of owning clan player in that moment maybe. After an attack of base if engager lose BS support or simply redraw, BASE can be healed with repair turets and put to full health! If base is destroyed it will be undockable and dockable for owning clan until its self repaires (lets say one day) or until is repaired by owning clan. In that base owning clan can make missions and rise QUOTA of a base which will result of better incoming for clan which will get payed after each month! Example: clan make 5 mission and base quota rises 0.5 which will multiply with 2mil and in the end of month they get 1 mil bonus (for 15 missions 1.5 x 2mil= 3mil). Maybe Im to generous - but this balance will be corrected by admins - cose those fights cost A LOT! Of course, that missions wont be easy ones (for non experienced players team up will be suggested). For this is I think easier to implement counter than an income they made by earning money from those missions. To add, that base only clan ships and other clan friendly related players will be able to dock to help in support for defending it! Maybe also to help rise quota of base? To not ruin vanilla systems if not possible to put them there maybe to make in non vanilla systems like some clans own them or if 1st is possible they can pick where to be putted that suits their needs by clan factions affiliation! If clan become inactive lets say 3 months (quota not rise at all, BASE is destroyed to often), they lose it and other clan can own it - change his position, name and start defending it!
Trading! Clan would also get ability for bonus trade! How? Simple! Lets return trade bonus only for tagged traders!
So far I thinked of this - maybe its stupid and need a lot of work but would like to see changes going in this way and to drop current system ownership thing by time!
Feel free to add any other suggestion or correct my toughs!

I'm afraid that this will make only few systems ( read system in which is base ) popular . I like the idea frankly , but how will it fit current vanilla position of server i'm not sure ... Maybe if their ( clan base ) position can be changed depending of system ownership ... Maybe ... About trading ... also good idea IMO .. maybe even to declare every train-clan trade run on server , like starting position , goods that is flying ... It just a question of balance and vanilla orientation of this server

Hello, vanilla means playing the game the way it was designed by Microsoft without any modifications. Eagle Utopia always ensured that "vanilla players" were able to join/play here without having the EU-Mod.

Pretty much, there are two types of servers, Modded and Vanilla.
Vanilla servers contain nothing new that wasn't already in the game, save for systems which are made up of already-existing data.
Modded servers have things like new and custom ship types and things along the lines of that. Things that were added through the mods that make it impossible to play the game if you don't have the mod.
E.G. If a new Battleship is added apart from the ones already from the game, no one can play unless they have the mod. Simple reason why: a player could be flying that battleship in the region of a Vanilla player, or NPC routes could be using new ships.
It just makes a mess that forbids Vanilla players from joining the server.
EU was, is and always will be Vanilla so everyone can play.

I would correct myself concerning system ownership thing! This can stay as it is cose trough whole history of EU its part of every clan to posses some! LMAO In order to enter new systems and to own train and bs, as well as 600 speed, everyone must have the mod. The ranting that this is a vanilla server goes out of the door when we realize that we are stuck and cant eve enter DM. The mod is enforced - when the player is attacked and realizes that to chase his target who is in NL he must have the MOD, rofl. Common sense and logic says that if we wish to hunt for the boss npc we must be moded with DM mod. While the server is open to play it as vanilla it is not possible to do so. The question is: Who is playing the game without the dm mod on? A venture guess is that even those who claim that this is a vanilla server are guilty of using the dm mod and thus themselves are moded.

That is very true apocolypse. But at the end of the day we are a vanilla server because unmodded peeps can play on our server, whether people choose to download and activate the mod is entirely up to them. We enforce the DM mod on the server not as a go and dl this now or else you cant play, but as a use our mod since your not allowed to use others on the server at the end of the day none of this stops a vanilla player from joining and playing. @lrdd Apocalypse i often find players in EU server who ignored about mod,( like me when i started in EU) so, they started to play without mod... as soon as i see a player online, i talk to him and explain him what bring the mod. ( speed cruise, new systems, new ships, etc....)

To be honest, I seldom use the DM mod.
I just do missions in the Omicron Worlds and Rheinland to practice when events aren't on the horizon. Point being, I don't really care for much of it.
The Unioners and LWB in Rheinland are plenty practice enough for me... and I really don't need money.
So.... yeah.
